Russell D. Grubbs

Russell D. Grubbs, a native of Mesquite, Texas, began his employment as General Manager with Galveston County WCID #1 in September of 2018.  He has over 30 years experience in the water and wastewater treatment industry and previously served as the Director of Water Utilities for the City of Amarillo from 2016-2018; Water Utilities Director with the City of Nacogdoches in May from 2004-2015; Director of Public Works with the City of Fairfield, Texas, from 2002-2004;  as well as the Water Utilities Superintendent with the City of Eustace, Texas. 

He holds a Class A Water Treatment license and a Class A Wastewater Treatment license which are the highest classification of licensure in the State of Texas.   Russell graduated from Stephen F. Austin State University with his Master of Public Administration (MPA) Degree in 2015 and in 2010 he graduated with a Bachelor of Arts and Applied Sciences Degree with a double major in Public Administration and Industrial Technology also from Stephen F. Austin State University. 

Russell served in the United States Army from 1983-1987 with U.S. Army Intelligence as an Electronic Intelligence Analyst and held a Top Secret- Sensitive Compartmented Information security clearance. Russell is an active member of the American Water Works Association, the Water Environment Federation, and the Texas Water Utilities Association. Water Environment Association of Texas, Dickinson Rotary Club and the Dickinson Chamber of Commerce. Russell has been married to his wife, Janet Grubbs, for the past 19 years.
