DICKINSON, TX (Nov. 11, 2025) – Patrick Donart has been named general manager of Dickinson Water Control and Improvement District (WCID). Donart is a licensed engineer with more than 25 years of leadership experience as an administrator and engineer.
Donart’s previous roles include senior project manager for the Ardurra Group, a national engineering and consulting firm; district engineer for the Gulf Coast Water Authority; and public works director and city engineer for the Texas cities of Friendswood and Beaumont.
A longtime resident of the Galveston/Houston area, Donart holds a Bachelor of Science degree in civil engineering and a master’s degree in engineering management. He is a licensed professional engineer in Texas and holds a Certified Floodplain Manager (CFM) certification.
“I’m honored to join the water district and serve this great community,” Donart said. “Our priority continues to be delivering excellent customer service as we provide safe and reliable drinking water, wastewater and solid waste services for the Dickinson area.
“The district has a proud history and bright future. I look forward to working with our board, staff and residents for many years to come.”
