NOTICE: Effective Oct. 1, 2024, we’re using a new and improved bill payment system. All customers who pay online will sign in through the new WaterSmart online customer account portal below.

Customers who previously used AutoPay will need to re-enroll through the portal.

PAY Online

To access the customer account portal:

  1. Click here.
  2. Input your account number, found in the upper right corner of your water bill, and zip code.
  3. Click Find my account. Your address will pop up.
  4. Create a login using your email address and create a password.
  5. Click the box to agree to the site’s terms and privacy policy.
  6. Click take me to my account.
  7. You will see the dashboard to your account where you can view your bill, pay your bill, track water usage and set leak alerts online.
  8. To pay your bill, click on View Bill and then Pay Bill.
  9. Follow the instructions on the screen to make a payment.

Automatic bank draft payments have no fee. There is a 3.00% convenience fee added for credit card payments and $1.50 fee for one-time check payments.

Note: Any changes to bank draft information need to be made at least 7 days prior to the due date of the current bill.

PAY By Phone

For security reasons, the water district will no longer accept payments by credit or debit card over the phone after Sept. 25, 2024.

PAY In Person

Our Customer Service lobby and the drive-through window on the east side of our Administration Office at 2750 FM 517 Road E., Dickinson are open during normal business hours (Monday-Thursday 8:00 a.m.-5:00 p.m. and Friday 8:00 am – 12:00 pm). Payments may also be made 24/7 at our free-standing drop box on the east side of our Administration Office.

PAY By Mail Or Bank Bill Pay

If you mail a check (or have your bank send a check) via the US Postal Service, please allow 10 days for delivery to avoid late charges. Mail payments to P.O. Box 307, Dickinson, TX 77539.

Payments after the Disconnect Date

Payments made after the close of business on the disconnect date will be charged a $50 processing fee. If you are disconnected there will be a $100 increase in deposit on your next bill. If you are paying your water bill after the disconnect date, once you have made your online payment, contact the Customer Service Department at 281-337-1576, option 1, during normal business hours to ensure service restoration. The online payment confirmation number will be requested. Alternatively, customers can make a payment in the office.
