THE GALVESTON COUNTY WCID1 BILL PAY


Customers can pay their bill online through the District's website at wcid1.com, instructions below.  The most convenient method of payment is 'Auto-Pay' - you will still receive a bill in advance of the bank draft.  We now have a convenient drive through window on the east side of our office open during normal business hours. Payments may also be made 24/7 at our free-standing drop box located on the east side of our Administration Office at 2750 FM 517 Rd. East, Dickinson.  If you elect to send a check (or have your bank send a check) via the US Postal Service, please allow 10 days for delivery to avoid late charges..  If you need help paying your bill, contact one of the social service agencies below.



To pay your water bill online, you will need a copy of your most recent billing statement to obtain your Account number  and PIN number. The PIN and Account number are in the upper right corner of your bill.  At this time, only credit cards can be used for one-time payments.  Click on "Pay Your Bill". You will be prompted for your account number and the PIN number that is on your billing statement. Once you arrive at the page just follow the simple instructions. There is a 3.00% convenience fee added for credit card payments.

NOTE: If you have already been cut off or are already on the cut-off list you must either call 281-337-1576 ext. 2, to pay with a credit card or you must come into the office to pay by cash or check.  There are additional fees that must be paid to have your service reinstated if you have been cut-off or are on the current cut-off list already with our Meter Techs in the field doing disconnects.

New Service Information
All customers need to complete a service application at the Water District office located at 2750 F.M. 517 East in Dickinson. At the time of application, a deposit will be needed for each service connection.
Single-Family Residence:
Owned by the customer - $150
Rental Unit - $150
Commercial deposits are determined by anticipated consumption.

You can print our Application for Service below to complete and fax back to us at 281-534-4672.  If you require a copy of the form in Spanish to assist you in completing the primary form, you may contact us and we will send it to you directly.  In addition to your application you will need:  Photo Identification and Proof of Property Ownership or a copy of your Lease Agreement.

Monthly Rates for Water District Customers Effective 10/01/2021
Base Rate with No Consumption is as follows:

Single-Family Residential and Light Commercial In-District or within the corporate limits of the City of Dickinson, Texas:

(Each of the following base minimum bill charges includes solid waste collection of $21.64.  In addition, there is an additional charge of $7.50 to the base minimum bill for each additional cart.  Customers may have a maximum of four (4) carts.)

All water above 6,000 gallons up to 12,000 gallons
$6.25 per 1,000 gallons.
All water above 12,000 gallons
$6.50 per 1,000 gallons.

Water & Sewer Connection Fees as of August 16, 2021
A water connection includes the service line from the District's main line to the Customer's property line, including the meter box and water meter. 
Water connection fees  must be paid in advance.  The Customer may choose the service line size, but the meter size will be determined by the District. (Ord.21-03).

A sanitary sewer connection  includes service line from the District's main line to the Customer's property line, including a clean-out, at the property line. 
Sewer connection fees must be paid in advance.(Ord.89-06)

4" Short-Side $3,400.00
4" Long-Side $6,365.00

The fee for sewer connections greater than 4" and force mains is the District's cost multiplied by 2.5. Sewer line extensions are calculated at actual cost (Ord.21-03).
